Gale electronic product usage reports provide an accurate count of how products are used by patrons. The first practical library standard for gathering and reporting electronic resource usage data was defined by the International Coalition of Library Consortia (ICOLC). Formed in March 2002, COUNTER (Counting Online Usage of Networked Electronic Resources), an international initiative serving librarians, publishers and intermediaries developed standards that facilitate the recording and reporting of online usage statistics in a consistent, credible and compatible way.
