Zhou Shengxian is a senior economist and a native of Wuzhong county in the Ningxia Hui Autonomous Region. He has been actively involved in the public service, holding various posts, including the Secretary of the CPC county committee and then Executive Vice Chairman of the People's Government of the Ningxia Autonomous Region. He currently holds the post of Vice Chairman of the National Afforestation Committee and Administrator of State Forestry Administration. He has won two awards for his contribution to the prevention of desertification, and is the author of three books, two of which are on forestry and its ecology. He has also written numerous academic papers on the project.
