Yin Zhongqing was the head of the research office under the General Office of the Standing Committee of the National People's Congress (NPC) and is now the deputy director of NPC's Finance and Economic Committee. His main publications include Practice and Exploration in Judicial Deliberation, Rules of Procedure in the Legislatures of UK, France, USA, Germany, Italy, and Japan, Memorabilia of NPC and its Standing Committee (1954-2004), and Collection of Research Papers of NPC.
