Yang Zhi-gang is the deputy director of the Finance Department of the National Academy of Economic Strategy, Chinese Academy of Social Sciences (CASS), and an associate professor at the Graduate School of CASS. His research areas include the theory and policy of public finance, such as budget systems, taxation systems, intergovernmental fiscal relationships, urban public finance, and international comparison of fiscal regimes. He has published three monographs and more than fifteen papers in academic journals.
